A 22-year-old black man, who threatened to “kill all white people” in 2014, has been arrested and charged for the shooting death of two middle-aged white men, and is suspected of killing three others in Kansas City, Missouri.

Frederick Scott was charged on Tuesday by the Jackson County Prosecutor’s Office with two counts of murder in the first degree and armed criminal action in connection with the deaths of Steven Gibbons and John Palmer.

Gibbons, a 57-year-old Kansas City man, was found dead on Aug. 14 with a gunshot wound to the back after he exited a city bus. Video surveillance footage shows an unidentified black man exiting the bus following Gibbons shortly before he was shot and killed. Palmer, 54, was found dead in August 2016, while three others David Lenox, 67, Timothy Rice, 57, and Mike Darby, 61, were all discovered near Indian Creek Trail. Three of the five men were walking their dogs, and most of them were shot from behind in surprise attacks. DNA of Scott was discovered near the crime scenes of Gibbons and Palmer

DNA of Scott was discovered near the crime scenes of Gibbons and Palmer, including a beverage bottle and a cigarette near Gibbons, and a t-shirt that was too small to fit Palmer.

According to court records, Scott threatened in 2014 to shoot up a school and “kill all white people.”

Scott’s mother told the Kansas City Star that Frederick refused to get treatment for his paranoid schizophrenia and that he actually didn’t have a gripe with white people.

“As far as I know Fredrick never had a problem with white people,” his mother said. “He would do odd jobs for people and some of those people were white men.”

Police say they don’t know if the killings were racially motivated. Following his arrest, Scott repeatedly told detectives that he was angry about the 2015 shooting death of his half brother on his father’s side, 23-year-old Gerrod H. Woods.

Scott was cited for assaulting his mother in 2013. He was also jailed for 180 days for threatening the Center Alternative School in 2014, saying, “I want to shoot the school up, Columbine-style.”

In addition to saying he wanted to “kill all white people,” he wanted to kill himself.

If Scott is charged for the other three murders, he would meet the FBI’s definition of a serial killer.
